Penelope was founded in 1881 and named after Penelope Hubbard, the daughter of Richard Bennett Hubbard, who served as the 16th Governor of Texas from 1876 to 1879. The town was established as a railroad stop on the Missouri, Kansas and Texas Railroad, which brought prosperity to the area during the late 19th century cotton boom.

In 2020, Penelope made headlines when the entire city government resigned simultaneously due to disagreements over municipal operations and budget concerns. The mass resignation included the mayor, city council members, and city clerk, forcing Hill County officials to step in temporarily to maintain essential services until new elections could be held.

FAMOUS PEOPLE

Country music legend Willie Nelson's longtime drummer and friend Paul English was born and raised in Penelope in the 1930s.
