TDSP = Transmission and Distribution Service Provider. These are the companies that own the poles, wires, and transformers that deliver electricity to your home.

Here's what matters: You can't choose your TDSP—they're based on where you live. But you CAN choose who you pay for the actual electricity. The TDSP charges are the same no matter which retail provider you pick. So focus on the energy rate, not the delivery charge.
