Is it really legal to cancel without penalty when moving?
Yes. Under Texas Public Utility Commission (PUCT) rules, a change of service address constitutes grounds for contract termination without an early termination fee. This applies to all residential electricity contracts in the deregulated Texas market.
What if my provider says I owe an ETF?
They can't charge it for a legitimate move. If they try, cite PUCT Substantive Rules regarding address changes. If they persist, file a complaint with the Public Utility Commission of Texas. We can help you navigate this if needed.
Should I always shop fresh instead of transferring?
Not necessarily. If your current plan is genuinely competitive at your new address, transferring might make sense. The point is: you have a choice. Don't let inertia keep you in a bad deal.
Does this apply to moves within Texas only?
The penalty-free cancellation applies to any move that changes your service address—whether across town or across the state. If you're leaving Texas entirely, different rules may apply depending on your destination.
How quickly do I need to switch when moving?
You should initiate service at your new address 1-2 weeks before your move date. You can shop for plans and schedule a start date in advance. Your old service automatically ends when the new one begins.
What if I'm renting and my name isn't on the bill?
If someone else holds the electricity account (like a landlord), this doesn't apply directly to you. However, if you're starting a new account in your name at the new address, you can shop freely.
